The U.S. Congress has approved arms supply to rebel groups fighting against the legitimate Syrian government. Shipments are bound to start early August. Simultaneously Washington has revealed its military action plan against Damascus, including, i.a. training and equipping rebels outside Syrian borders, U.S. Air Force attacks on Syrian Army and Naval bases, establishment of no-fly and buffer zones, securing chemical weapons. On May 28, 2013 the European Union foreign ministers were unable to extend the arms embargo on the forces fighting against the legitimate government of Syria. It was decided to return to this issue up to August 1. In fact, now each of the EU member states will take the decision on military supplies to anti-government groups itself. A few days ago Israel launched air strikes on Syrian territory. These attacks can be assessed only as an act of aggression against a sovereign state. The UN Charter qualifies aggression as the gravest crime against peace.
