Having heard and discussed the reports by the Chairman of the CC CPRF G.A.Zyuganov and Deputy Chairman of the CC CPRF V.I.Kashin, the Plenum of the Central Committee notes that the present-day communist movement builds its activity under the conditions of a profound crisis of capitalism, the growth of neo-Nazi tendencies and militarization of the NATO countries.
After 1991 the integration of the Russian ruling class into the world capitalist system led to a rapid de-industrialization of the country. It was being turned into a raw-materials appendage of the West and a market for goods from other countries. Aviation building, electronics, instrument building, machine tool building and other high-tech industries were destroyed or severely damaged. Export of natural gas doubled over the past 30 years. The European Union countries were thus developing at the cost of the degradation of Russia’s economy and social sphere.
The country entered the period of sharp confrontation with NATO with a weakened industry, devastated science and a growing shortage of human resources. The Russian budget runs a deficit of 5.7 trillion roubles. Meanwhile the number of dollar billionaires has increased from 125 to 146 over the past year, hitting an all-time high. The total wealth of the oligarchs has reached a record 625.5 billion dollars. Moreover, they have been allowed to continue exporting capital out of the country and avoid contributing to the war effort.
Having turned into a periphery of global capitalism, Russia became one of the leaders in terms of social inequalities. The distribution of incomes is extremely uneven,with 1% of Russians controlling 60% of private assets, one of the highest indictors in the world. Many people do not have enough to put food on the table. And yet social spending is shrinking. The authorities are introducing new poverty criteria to limit citizens’ access to state support.
An unfair taxation system makes the situation still worse. The small business and the citizens bear a heavy burden. The Central Bank’s key interest rate is pushing the economy into recession. Some enterprises are cutting production and forcing their employees to take an unpaid leave. High taxes and charges make small businesses shut down.
The Special Military Operation has put part of the economy on a military footing. But there is no question of a fully-fledged nationalization. The authorities are not ready to renounce the capitalist course. A decisive turn toward socialism is needed in order to save Russia.
The CPRF’s Victory Program is a strategic answer to the current challenges. It sets forth the party’s policy of reviving Russia. The principles of the Victory Program draw on the great Soviet experience and the present-day achievements of China, Vietnam and Belarus, and the successful development of people’s enterprises. The CPRF’s constructive approach has been convincingly demonstrated by the development of the Novosibirsk, Khakassia, Irkutsk, Orel and Ulyanovsk Oblasts.
At the focus of the political struggle of the CPRF is the return of the people’s property to the state and the society. The Victory Program guarantees the creation of an effective socio-economic system in Russia. The Party continues its work on the development budget which the Government of Popular Trust is capable of increasing by 10-15 trillion rubles immediately.
The CPRF faction in the State Duma is doing important work to develop and improve the Victory Program. The communist deputies are engaged in broad political and law-making activities, consistently upholding the rights of citizens and organizing work to fulfil electoral pledges.
The newspapers Pravda, SovetskayaRossiya, the Krasnaya Liniya TV channel, the party’s internet resources and its pages in the social networks are patiently explaining the communists’ programmatic approaches. The party media highlight successful work of governors and people’s enterprises which are putting the CPRF’s approaches into practice.
The implementation of the Victory Program is a complex ongoing process which combines broad agitation, parliamentary struggle, protest actions and practical implementation of the party’s ideas in the regions where the communists head up the local government bodies. In their struggle for reviving the socialist way of life, the CPRF representatives are called upon to uphold the interests of the working people, to strengthen their solidarity, to inculcate in society the ideals of justice, patriotism and internationalism.
The Plenum of the CC CPRF Rules:
1. To approvethe main provisionsof the CPRF socio-economicprogram. To organize the discussion of the materials of the Second (November) Plenum of the Central Committee in the party cells. To determine concrete measures to fulfil the decisions taken. To ensure the creation by the local party committees of commissions and working groups on the development of their regions.
2. The CPRF committees of all levels shall invigorate the propaganda of the Victory Program. Ensure profound knowledge of the Party’s approach by the activists and followers of the CPRF. Persistently combine this work with the struggle for the solution of the socio-economic problems of the working people. To this end to conduct voting as part of the Popular Referendum, meetings of deputies with their voters, protest actions and mass events.
3. The Presidium of the CC CPRF shall commence the development of the draft Election Program of the party to be presented to the second stage of the 19th CPRF Congress.
4. The Agitation and Propaganda Department of the CC CPRFC (S.E.Anikhovsky), the editorial boards of the newspapers Pravda (B.O.Komotsky), SovetskayaRossiya (V.V.Chikin), the TV channel Krasnaya Liniya (V.V.Miller), the official CC CPRF site (A.S.Sorokin), the CC accounts in the social networks (M.S. Muzayev), all the party’s media shall provide many-sided coverage of the advantages of the CPRF’s Victory Program. Particular attention shall be paid to explaining such measures as nationalization of the strategic sectors of the economy, bringing back state planning, introduction of progressive taxation, support of education, health, science and culture.
5. The Presidium of the CC CPRF,the regional and local party committees and all the communists shall step up their activities in protecting the social, economic, political and labor rights of the citizens. Continue the work to promote the new draft Labor and Election codes.
6. The CPRF in the State Duma of the Federal Assembly of the RF and in the legislative bodies of power shall ensure broad social support of the draft laws that guarantee the country’s development and the social protection of the citizens. Press for raising the living minimum and the wages, and for bringing back a scientifically validated retirement age. To initiate the lowering of the tax burden on the working people and the poor. To demand rectification of the situation in the housing and utilities sector.
7. Execution of this Resolution shall be monitored by the Presidium of the Central Committee of the CPRF.
