Statement of the Presidium of the Central Committee of the Communist Party of the Russian Federation
The Communist party of the Russian Federation expresses its disagreement and protest against the submission into the State Duma a motion for court proceedings against the Deputy Vladimir Bessonov (MP). A Communist elected by people is subjected to prosecution in connection with having meetings with electorate, which under the current law does not require the consent of the authorities. Previously, the court did not even sentence Vladimir Bessonov to an administrative fine of a thousand roubles for organizing an unsanctioned street action, thereby recognizing that there hadn’t been a violation of law.
The MP-Communist is accused of using violence against police officers who tried to prevent a meeting with electorate on 2 December 2011. These accusations are refuted by more than a dozen witnesses and videos that are available. The investigation lasts for more than three years, although usually such cases are investigated for no longer than a couple of months. We believe that procrastination is explained not so much by the position of the investigators, but by exerting the administrative and political pressure upon them. It is not accidental that Vladimir Bessonov has been repeatedly deprived of the basic rights, and his legitimate interests have been ignored. Besides, the investigators categorically refused to consider the issue of abuse of power and illegitimate use of force by the police themselves.
In our opinion, what takes place is a contrived and politically-motivated case.Moreover, both policemen appearing in it, have long been dismissed from the law enforcement agencies. Everything looks like a political order to exert pressure on a particular MP, and in general on the Communist party as the leading opposition force in the country.
The attempted short work of the MP Vladimir Bessonov puts an end to one of the most important principles of democracy – the immunity of deputies. Such facts give rise to a feeling of permissiveness in unscrupulous officials, multiply manifestations of tyranny. A precedent is being created that will admit impunity to arrange provocations against those who take a position different from the aspirations of the authorities.
In the difficult situation, in which Russia finds itself, the case of the Communist Vladimir Bessonov is highly provocative. It destroys the faith of citizens in the ability to legally defend their rights, contributes to the destabilization of the situation in the country andbrings the situation beyond a civilized political dialogue.
The Communist party demands to immediately stop the criminal case against Vladimir Bessonov and calls upon the deputies of the State Duma to support their colleague. We urge the public to express a resolute protest against the persecution of the MP elected by the people.
No to political despotizm!

Не допустить политической расправы! Заявление Президиума ЦК КПРФ
КПРФ выражает своё категорическое несогласие и протест против внесения в Государственную Думу представления о передаче в суд дела депутата Владимира Бессонова. Народного избранника — коммуниста подвергают преследованию в связи с проведением им встречи с избирателями, которая по действующему законодательству не требует согласования с властями. Ранее суд даже не приговорил Владимира Бессонова к административному штрафу в тысячу рублей за организацию несанкционированной уличной акции, тем самым признав, что нарушения закона не было.
Депутата-коммуниста обвиняют в применении насилия к сотрудникам полиции, которые пытались препятствовать проведению встречи с избирателями 2 декабря 2011 года. Эти обвинения опровергают более десятка свидетелей и имеющиеся видеозаписи. Следствие тянется свыше трёх лет, хотя обычно такого рода случаи расследуются не дольше, чем за пару месяцев. По нашему убеждению волокита объясняется не столько позицией следственных работников, сколько оказанием на них административно-политического давления. Не случайно Владимир Бессонов неоднократно лишался элементарных прав, игнорировались его законные интересы. При этом следствие категорически отказалось рассматривать вопрос о превышении власти и незаконном применении силы самими полицейскими.
По нашему мнению, речь идёт о надуманном и политически мотивированном деле, тем более, что оба фигурирующих в нём сотрудника полиции уже давно уволены из правоохранительных органов. Всё происходящее выглядит как политический заказ с целью оказать давление и на конкретного депутата, и в целом на КПРФ как ведущую оппозиционную силу страны.
Попытка расправы над депутатом В.И. Бессоновым ставит крест на одном из важнейших принципов демократии — неприкосновенности народных избранников. Подобные факты порождают чувство вседозволенности у нечистоплотных чиновников, умножают проявления произвола. Создаётся прецедент, который позволит безнаказанно устраивать провокации против тех, кто занимает позицию, отличную от устремлений представителей власти.
В условиях той сложной ситуации, в которой оказалась Россия, дело коммуниста Владимира Бессонова носит ярко выраженный провокационный характер. Оно разрушает веру граждан в возможность законно отстаивать свои права, способствует дестабилизации обстановки в стране, выводит ситуацию за рамки цивилизованного политического диалога.
КПРФ требует немедленно прекратить уголовное дело в отношении В.И. Бессонова и обращается к депутатам Государственной Думы с призывом поддержать своего коллегу. Мы призываем общественность выразить категорический протест против преследования народного избранника.
Нет политическим расправам!
